Andrew Percival, Principal – Percival Legal

Percival Legal was founded by Andrew Percival. Andrew is an acknowledged Australian trade law specialist, with a long history and substantial experience in assisting clients on a wide range of trade law matters and on trade remedies. He also has extensive experience in advising clients on corporate and commercial transactions, including cross-border transactions.

A Leading Expert In International Trade Law

Andrew was the Director of Legal Services in the Australian Customs Service and was responsible for the provision and co-ordination of all legal advice to the Australian Customs Service, other than litigation advice.

Andrew has also worked for Allen Allen & Hemsley, KPMG Legal and Corrs Chambers Westgarth on corporate and commercial matters and international trade law. Andrew has represented major corporations and foreign governments in anti-dumping and countervailing duty investigations and other international trade matters. He also has acted for clients in mergers & acquisitions, project financing, initial public offerings, capital raisings on the stock exchange and advised on corporate governance issues, as well as on a wide variety of commercial agreements such as joint ventures, distribution agreements and procurement agreements.

Andrew is recognized as a leading expert in his field of international trade law. He is ranked by Chambers Global as Band 1 in International Trade and WTO Law. He has been ranked by Best Lawyers’ peer review from 2008 to date as Australia’s leading international trade lawyer. He also has been awarded as Sydney Trade Lawyer of the Year (2011) and Australian Trade Lawyer of the Year and most recently was named the Best Lawyers® 2017 Sydney Customs and Excise Law "Lawyer of the Year" in Australia and was recently selected by his peers for inclusion in The Best Lawyers in Australia 2017 in the fields of Customs and Excise Law and Trade Law. He has been awarded as "Sydney Trade Lawyer of the Year (2018) and "2019 Lawyer of the Year" (Sydney) by Best Lawyers® for his work in Customs and Excise. He also was awarded Lawyer of the Year (Sydney) (2020) for his work in Trade Law by Best Lawyers®.

Andrew was appointed to the International Monetary Commissions' Panel of Experts as an expert in customs law and administration and as a Consultant to the Australian Law Reform Commission's review of Australia's customs legislation.

Andrew has taught international trade law and customs law at a number of universities in Australia including University of Technology Sydney and Sydney University Law School.
