Andrew Percival, Principal – Percival Legal
Percival Legal was founded in 2015 by Andrew Percival, a corporate-commercial lawyer with extensive experience and expertise in advising clients on wide range of corporate and commercial transactions.
Andrew’s clients have included multinationals and other major corporations. He has advised and assisted in a range of mergers and acquisitions , initial public offerings (IPOs) and other capital raisings on securities exchanges, corporate governance issues and project financing transactions, as well as assisted in cross-border transactions including joint ventures and foreign investment regulations.
Andrew also is an acknowledged Australian trade law specialist. He has a long history and substantial experience in international trade and customs law not only while with Australian Customs but also since then in private practice assisting clients in international trade law matters including trade remedies such a s major anti-dumping investigations, as well as a variety of customs issues.
A Leading Expert In International Trade Law
Prior to entering private practice, Andrew was the Director of Legal Services in the Australian Customs Service where he was responsible for the provision and co-ordination of all legal advice and assistance to Australian Customs, other than litigation. This included advice on all legislation administered by Australian Customs, as well as legislation and other legal requirements affecting customs administration. He also was responsible for reviewing and reforming legislation administered by Australian Customs or affecting customs administration, and advising on and assisting in commercial transactions for the provision of goods and/or services to Australian Customs.
In private practice, Andrew has worked as a senior lawyer at major Sydney CBD law firms including Allen Allen & Hemsley (now Allens), KPMG Legal and Corrs Chambers Westgarth. At those law firms Andrew advised clients on corporate and commercial matters, as well as on international trade law issues.
He advised and assisted clients in major merger & acquisition transactions, project financing arrangements, initial public offerings and other capital raisings, as well as advised on a range of corporate governance issues. He also assisted clients on a range of commercial agreements such as joint ventures, manufacturing, licensing and distribution agreements and international contracts for the sale and purchase of goods and/or supply of services.
Andrew also has represented major corporations and foreign governments in major anti-dumping and countervailing duty investigations, as well as other international trade law matters such as WTO and Free Trade Agreements, compliance with UN and Australian autonomous sanctions, regulation of the export of dual use technologies and with bribery of foreign officials and money laundering legislation.
Andrew is recognized as a leading expert in his field of international trade law. He is ranked by Chambers Global as Band 1 in International Trade and WTO Law. He has been ranked by Best Lawyers’ peer review from 2008 to date as a leading Australian trade lawyer. This has included being awarded Sydney Trade Lawyer of the Year, Sydney, Customs & Excise Lawyer of the Year and Australian Trade Lawyer of the Year on a number of occasions.
Percival Law also is recognised as a Best Law Firm in international trade law.
Andrew was appointed to the International Monetary Commission’s Panel of Experts as an expert in customs law and administration and as a Consultant to the Australian Law Reform Commission's review of Australia's customs legislation.
He also has taught international trade law and customs law at a number of universities in Australia including the University of Technology Sydney and Sydney University Law School.
